Why do Japanese baseball pitchers have such slow wind-ups?

If you notice, most of the Japanese pitchers in the MLB have very finesse wind-ups.

Asian pitchers incorporate things like slow windups, extra toe taps, exaggerated motions, little stops or hitches in their wind-ups. The idea behind this is to throw off a hitters timing. When a hitter is seeing 85+ mph pitches, a hitter’s timing is crucial. So anything that can disrupt that.. is a plus.
